Mr. Francis’ broad range of experience provided him with the ability to respond to a number of projects and pursuits requiring significant knowledge and capability in the security arena. The following examples detail some of the projects or significant efforts in which he has played a major role:
Mr. Francis worked with various US government representatives to develop protection strategies and security systems to ensure the integrity of screened train cars after passing through the VACIS on the Canadian side of the US border approximately one and one quarter (1 ¼)miles from the tunnel entrance to the US. The project required the incorporation of physical, electronic and operational deterrence, detection and response measures. Unique security issues requiring careful planning included pedestrian and vehicular rail crossings, overpasses and transit through adjacent residential and commercial neighborhoods.
Master Security Plan – Confidential Project
Comprehensive counter-terrorism security analysis for a significant area of Manhattan scheduled for major re-development over an extended period of time that includes the two largest rail and bus transportation systems serving Manhattan. This major project includes an Area Characterization Study documenting current and future conditions including threat analysis; recommendations for threat deterrence, mitigation and recovery; creation of the area Master Security Plan for both above grade and below grade infrastructure to include rail transportation lines, stations and major terminals.
9/11 Security Task Force
Mr. Francis was specifically chosen to assemble and lead the Kroll security assessment taskforce responding to the tremendous demand immediately after the 9/11 tragedies. He pulled together a high caliber professional team from his strong contact base, established assessment standards, developed report formats, and identified project tracking tools. The projects involved assessment of signature and other global facilities for Fortune 100 corporations, and reviews of all transportation facilities/modes in and out of the NY Metropolitan Area.
GSA Development of Federal Building Guidelines
Mr. Francis was one of but a few private industry security experts invited to contribute to a GSA Workshop charged with developing the new security guidelines for US Government buildings after the Oklahoma City bombing. The particular section of the manual that Mr. Francis chaired was the development of threat assessment guidelines and vulnerability criteria.
Iraqi Oil & Gas Pipeline Infrastructure Security
Mr. Francis and one of his staff members were the only private industry participants in a conference at CIA Headquarters in Langley, Va. convened to brainstorm protective measures that could be employed to better protect the oil and gas pipeline infrastructure in post-war Iraq. Areas of discussion centered on both the aspects of security protection and recovery from service disruption.

Members of the IAPSC who specialize in security technology consulting update their knowledge of available products, features and configurations by attending a number of manufacturer sponsored seminars each year. Lodging and other travel for such training sessions are sometimes provided by the manufacturer since the manufacturer benefits from expert feedback on their products. The IAPSC does not consider acceptance of such expenses by its members in contradiction to its independence requirements, so long as the member attends training from multiple manufacturers and specifies products from multiple manufacturers.
Nothing in the IAPSC Bylaws prohibits any member from complying with any law or regulation, by any governmental or regulatory body, which requires that security consultants be registered or licensed as a private investigator or any other related security registration or license, however the member shall not practice or advertise such services.
The IAPSC has compiled this Directory as a source of names and specialties of consultants for potential clients and other members. Although IAPSC has compiled the Directory based on information supplied by the members listed and has vetted each member for compliance with the IAPSC membership requirements, it has not reviewed, investigated, or evaluated the authenticity, accuracy or completeness of the information published on each profile. The consultants listed in this Directory operate as independent agents. They are listed together here solely as a service to clients, potential clients, and other members of the Association.
